We met in the Conference Room aboard Galileo Station, to hold a Tribunal to consider the serious allegations made by the "pirate" Ray Dixon against Commander T'Preea of the USS Einstein.

However the proceedings would be monitored by Starfleet Command at Headquarters and by Intel

Capt. Bravin went on to say that the purpose of the Tribunal was to consider the facts and determine what action, if any, should be taken. He then outlined the procedure for the Tribunal.
Ensign Salsa (Security) , having obtained permission to speak at the start of the proceedings, stated that she would have preferred to see Ray Dixon stand before the Tribunal, rather than Cmdr. T'Preea.
Capt. Bravin asked Ray Dixon to repeat the allegations he had made against Cmdr. T'Preea.
Ray Dixon said that Cmdr T'Preea was a renegade and a pirate. She had stolen a starship, which she used to attack a peaceful Ferengi ship, then she attacked a Klingon ship and killed the crew.
Ray Dixon then accused Capt Bravin of being in league with Cmdr T'Preea by letting her lead the boarding party onto his ship - so that she could steal it, after having him put in the Brig. He then demanded to be released and have his ship returned to him.
Capt Bravin responded to Ray Dixon by saying that his allegations about Cmdr T'Preea were duly noted - as were the new allegations against himself.
Capt Bravin then asked if anyone (other than Cmdr T'Preea) had any questions for Ray Dixon.
Ensign Godard asked if Ray Dixon had any tangible proof and/or documentation of his accusations and what was his motivation for such accusations?
Ray Dixon's response was dismissive and wondered why he wasn't being believed.
Ensign Salsa then asked for details about the alleged attack on the Ferengi ship.
Ray Dixon's response was that the ship had been damaged by the attack - causing costly repairs - which made the Ferengi very unhappy.
Ensign Spring then asked if Ray Dixon had witnessed the events himself or did he get the information from others?
Ray Dixon's response was that he had witnessed the events "second hand".
On being pressed further on this point, Ray Dixon retorted that he was fed up with answering questions and that it was Cmdr T'Preea that was on trial and not him.
Capt Bravin then invited Cmdr T'Preea to respond to the allegations made against her.
Cmdr T'Preea explained that she was under the direction of Admiral Tong of Starfleet Intel, when she took on a covert mission using her old ship to destroy a shuttlecraft that had crashed on a deserted planet and rescue an ambassador. The shuttlecraft had become the centre of attention by three separate races - the Friengie, who claimed the shuttle was a free item for them to take for profit; the Klingons who wanted it for the technology it had, and the Orions wanted to use it, once it was repaired.
Cmdr T'Preea then asked Ray Dixon which ship he had been on when he had "witnessed" the events, to which he had to admit that he had later met with the Ferengi who told him what had happened.
Cmdr T'Preea then introduced Ensign Roundel, saying that he had been her Chief Medical Officer at the time and had directly witnessed what had happened.
Ensign Roundel explained that they were under direct Starfleet orders to rescue the ambassador when they came under fire from multiple species including Ferengie, Klingon and Orion. The crew fired back to protect the ambassador as they retreated, and boarded the shuttle and that he had to treat seven of the crew following the firefight.
He added that they were pursued by a Klingon Bird of Prey which continually fired upon them. They tried to disable the ship, but it continued to fire and they ended up having to destroy it. 
Admiral Tong communicated that although further details of what had happened were sealed, he could confirm that Cmdr T'Preea had acted in the best interest of Starfleet.
Cmdr T'Preea said that she had acted honorably and that her actions had been sanctioned by Starleet, as such she asked that all the allegations that have been made against her, be dismissed.
In conclusion, Capt Bravin stated that the Tribunal found that the allegations against Cmdr T'Preea were unfounded and were therefore dismissed, no further action should be taken and that she should be returned to active duty, with no reference to the Tribunal going on her record.
As to Ray Dixon - Capt Bravin ordered Security to return him to the Brig.
